As part of a long-term effort to reduce basement backups and sewer overflows, MSD Project Clear is replacing approximately 4,140 feet of sewer in South County generally along Christopher Drive and Nellie Avenue in Unincorporated St. Louis County.

Why is this project being constructed?

MSD is investing $1.11 million into this neighborhood with this project to reduce sewer overflows and clean up our local waterways.

Our team of engineers determined that the sewer in this neighborhood deteriorated and in need of repairs. The deteriorated condition makes this sewer subject to breakages which cause sewer overflows in this area. Repairing this sewer will reduce sewer overflows, leading to cleaner creeks, streams, and natural environment.

How will it be built?

MSD’s contractor will determine the most appropriate method of construction based on traffic, access concerns, and utility interference. Most of the project will likely be constructed by digging through the surface of the ground in a process known as “open-cut” construction. The contractor may use tunneling for portions of this project in which they lay pipe with minimal disruption to the surface.

How will this affect residents?

Because the majority of construction will take place in backyards quite a distance from homes, construction should minimally affect traffic and property access.

While the contractor is replacing the sewer at Becker Road, traffic may be reduced to one lane. MSD will have a traffic mitigation plan to ensure residents maintain access to their homes.

Some residents may experience temporary access restrictions to their driveways. The contractor will give all property owners ample notification prior to access restrictions and will ensure access during non-working hours.

With any construction, residents can expect to see and hear heavy equipment during the sewer excavation process. 

At least one MSD Inspector will be on-site part of the day for every day the contractor is working.

When will construction take place?

Construction start date: August 2021

Estimated construction completion: Winter 2022

What will it look like when it's done?

After the contractor installs all new pipes, they will restore the construction site according to all local and District requirements. This could include sodding disturbed areas, replacing disturbed pavement, reinstalling fences, etc.

MSD will not replace plants, ornamentals, or other items in the construction easement or public right of way. Residents who wish to keep such items should move them before construction starts.
